::: NEWS FLASH :::
saibl CoP Appointed to National Small Business Advisory Council

The Minister of Trade and Industry has requested saibl's Chief of Party, John James, to serve on the National Small Business Advisory Council.

The body will advise the Minister on a variety of issues, such as strategies to address identified market failures affecting the sector; the impact of legislation on small business; national standards for small business development and regulation; business infrastructure creation, skills development, value chain access; and constraints affecting the viability of the small business community.

Commenting on his appointment, John James said that he was humbled by the privilege and honour to serve as advisor to the Minister and the nation in this high priority sector. "I firmly and passionately believe that our country's economic development and success, as a thriving democracy, will depend significantly on the pace at which small enterprises, particularly black enterprises, integrate and become involved in the mainstream economy", said James. "My focus will be on improving the environment and space in which large corporations can play a leading role in supplier diversity through increased targeted procurement and enterprise development focused on black suppliers. We have to move our thinking and practices beyond BEE compliance to doing this based on sound business reasons. A nation that does not use a significant part of its talent cannot thrive. A corporation that does not have suppliers representing its market and citizen base cannot win against its competitors. Developing black suppliers without giving them opportunities is wasteful and counter-productive."

Web 2.0: Nothing To Wine About

This article was featured in the February 2010 edition of the The Corporate
Council on Africa's Africa eJournal.

South African International Business Linkages (saibl) programme at CCA and Georgetown University's Center for Social Impact Communications (CSIC) are providing two Georgetown students, Jackie Titus and Jacqueline Sibanda, with an applied learning experience in developing and implementing a digital communication strategy for Stellar Organic Winery, a South African black-owned small business that receives support from saibl. The students tailored a web-based information-sharing strategy to introduce Stellar to digital media to market its wines and solicit feedback from consumers.

"The introduction of Web 2.0 innovation into saibl can provide our businesses with another business linkages platform," explains saibl director Tim Bergstrom. "USAID has given us a mandate to facilitate business linkages, and this initiative enhances our existing model and the value that we can provide our companies."

Stellar was a natural pilot company, having demonstrated a successful business model of using its profits to better the community. CSIC's deputy director Jennifer Gilman explains that the Stellar project connected elements from the classroom to the actual business. Tools such as blogs, wikis, online social networks, and online video provided Titus and Sibanda with the opportunity to work on a powerful Corporate Social Responsibility communications project learning from and engaging with a South African business.

"It was a valuable opportunity to apply learning from our Global Communications in the Age of Social Media class," explains Sibanda. "Stellar is a real brand with real sales goals, so we will have the opportunity to see the impact of our work on their bottom line and reputation in the U.S."

In today's economic climate, businesses sometimes treat communications as an afterthought rather than a strategic tool. For Stellar, digital media is another tool to attract customers, avert potential public-relations misunderstanding, and steer customers to the company's homepage. Stellar's wines lend themselves to better company-client relationships. After all, what better way to cross the great divide from one-way to two-way communications than over a bottle of wine?

Company Diagnostic Tool

The saibl company diagnostic tool provides an independent, systematic and objective view of a business, and acts as an x-ray in revealing the company's strengths and areas for improvement.

Most companies have a number of competing needs. The owners sometimes have difficulty in deciding which to tackle first and in distinguishing symptoms from the real problems. The company diagnostic process assists to objectively identify real problems and to address them in a logical and cost effective way, that will add value. The company diagnostic (CD) helps saibl and consultants to quickly understand the operations of a company and to provide the right type of support.

The essential steps in completing a meaningful CD include:

::.. The owners being satisfied and convinced of the need and value of doing a CD

::.. The owners making available information necessary for the CD, including financial statements

::.. The owners and managers investing the time and being available to take part willingly

::.. Site visits and interviews with the owners and managers

::.. Honest, open discussions with owners and managers, to build a consensus on key issues and findings

::.. Agreement and commitment to take action on areas for improvement

saibl generally covers the cost of a CD or it may be done on a cost-sharing basis. It may also form part of the cost-sharing arrangements for follow-up interventions. saibl has the final decision on cost-sharing.

saibl is supported by the United States Agency for International Development (USAID). The programme is implemented by the Corporate Council on Africa, ECIAfrica and the National Business Initiative under a strategic partnership agreement with the Department of Trade and Industry.

::: Service Providers :::
Quarterly Workshops for Business Service Providers

saibl holds regular quarterly feedback sessions with its Business Service Providers (BSPs). The first meetings of 2010 were recently held for BSPs in Gauteng and the Western Cape.

BSP Workshop in GautengThe meetings focused on understanding and entrenching the relationship between saibl and the BSPs, as well as updating the BSPs on processes and tools supporting the relationship, such as the updated Picking Sound Companies Tool, User Manual and the Company Diagnostic (CD) process. Lessons learnt from the review of CD reports were discussed to assist the consultants with producing better reports.

Recommendations from these quarterly meetings included a proposal that saibl should step up the profiling of BSPs and also expose them more within the saibl network. As a result, saibl is in the process of reviewing and completing the profiles of all BSPs on its database - highlighting areas of expertise on offer. BSPs will be contacted to verify their profiles and approve that saibl may feature such profiles by way of the saibl bulletin.

Sigma International is the first BSP to be featured in the saibl bulletin.

::: Enterprise Support :::
SmartXchange SMEs Benefit from saibl Linkage Programme

The international linkage initiative designed to assist SmartXchange SMEs who have been part of the incubation programme for two years or more is progressing at a fast pace and approaching fruition. Eight of the 11 SMEs in the ICT sector who attended the preliminary meeting have progressed to the point where Rapid Company Diagnostics (RCDs) have been completed.

(Picture: saibl Durban personnel peruse the Rapid Company Diagnostics findings. They are from left: Mervin Naicker, Samuel Gotora, Dudu Mahlambi and Lizah Nyemba.)

"This is a comprehensive business tool developed by saibl and covers a broad and objective x-ray of a business. We have presented the RCD findings to the owners of the eight SMEs and agreed on what areas need to be addressed", said Mervin Naicker, Regional Manager for saibl's KwaZulu/Natal office. "Now we are in the process of drawing up Terms of Reference such as where assistance is required and from whom. We have a list of service providers or mentors on our database that can help here, or the SMEs themselves can suggest who they want mentorship from. We do not prescribe, but are there to assist," said Naicker.

During the RCD phase the common findings were that the SMEs required financial administration, quality processes and procedures, stock control systems and strategic planning. These interventions will be addressed over the next month or two. Upon completion of that phase of the programme, the final phase will commence, which is to link the businesses with larger corporates and business enterprises.

Recent Collaboration Initiatives

An agreement was reached between saibl and the Construction Industry Development Board (CIDB) to jointly run a supplier development pilot programme to increase the number of competitive black enterprises capable of subcontracting to large contractors, private and public corporations. 15 black contractors in the General Building and Civil Engineering sub-sector (at grades 5 to 7) as well as the Mechanical and Electrical Engineering sub-sectors (at grades 2 to 7) have been selected for screening and, if found suitable, for registration on the saibl database. "All the qualifiying contractors will undergo a Company Diagnostic evaluation to enable us to quickly understand the operations of the company and to provide the right type of support" said Mr Nconco, a Business Linkage Specialist at saibl. One of the requirements to successfully win business with large private and public organizations is the Safety, Health and Environment Accreditation (SHE). saibl and the SABS will work together in the training of participants to acquire SHE accreditation. SABS and saibl will share the cost of the training, with the contractor contributing a certain percentage of the training fees. CIDB and saibl have indicated that, should this pilot programme be successful, it would be replicated in other provinces.

The Mercedes Benz South Africa Board has approved a co-operation agreement with saibl for enterprise development. As part of the development plan, MBSA identified and introduced saibl to 15 component suppliers who possibly could qualify for saibl registration and assistance. From the batch of 15 suppliers, 4 enterprises were registered and Company Diagnostic evaluations are being conducted to determine areas where saibl could provide assistance. MBSA has indicated that, on completion of the first exercise, a further 20 suppliers will be introduced to saibl.

The National Association of Automotive Component and Allied Manufacturers (NAACAM) has appointed saibl as its official enterprise development partner. NAACAM and saibl have agreed to work closely in supporting NAACAM member companies with enterprise development solutions in diversifying their suppliers to include black suppliers. In response to NAACAM officially introducing saibl as their enterprise development partner, member companies requested saibl to make a presentation At NAACAM's regional meeting in Port Elizabeth on 25 February 2010. The presentation focused on saibl's support to members with their supplier diversity efforts.
